ABSTRACT
The study assessed how well Technology and Livelihood Education (TLE) is implemented as a tool for quality education in selected public elementary schools in the Districts of Boac North and Boac South, Division of Marinduque, during SY 2023–2024. The respondents included 42 TLE teachers and 38 School Heads chosen purposively. Results revealed that teaching skills were evaluated as "Very Effective" overall, with classroom management being the strongest domain. The extent of TLE implementation in enhancing practical skills was "Very Satisfactory" across all areas, with higher performance observed in Agriculture and Home Economics compared to Industrial Arts and Entrepreneurship/ICT. A significant difference was found between the assessments of School Heads and Teachers regarding TLE teaching effectiveness, while a strong positive correlation was established between effective teaching skills and student practical skill enhancement. A Faculty Development Instructional Guide using the 5Es framework was proposed as the final output.
INTRODUCTION
• Background of the Study: High-quality education sets the foundation for life-long learning and job readiness. In the Philippines, the K-to-12 curriculum emphasizes integrating technical and practical learning at the elementary level through Technology and Livelihood Education (TLE). TLE encompasses Agriculture, Home Economics, Entrepreneurship/ICT, and Industrial Arts to foster practical life skills, responsibility, and discipline.
• Statement of the Problem: The study aimed to evaluate the effectiveness of TLE teaching skills and its impact on student practical skill enhancement in Boac North and Boac South Districts. Specifically, it determined:
1. The demographic profiles of School Heads and Teachers.
2. The level of implementation of TLE teaching skills (Content Knowledge, Pedagogical Skills, Teaching Resources, Classroom Management).
3. The extent to which TLE enhances students' practical skills across the four strands.
4. Significant differences between the assessments of School Heads and Teachers.
5. Significant relationships between TLE teaching skills implementation and practical skill enhancement.
6. The proposed faculty instructional guide.
• Theoretical Grounding: The research is anchored on Experiential Learning Theory (Kolb), Constructivist Theory (Piaget & Vygotsky), Multiple Intelligences Theory (Gardner), Human Capital Theory (Becker), and Systems Theory in Education (von Bertalanffy).
