ABSTRACT
Though students’ achievement is attributed to the kind of instructional practices inside the classroom, still the kind of management and supervision remains an issue. This study aimed in proposing management project development by citing the roles and functions of Secondary Head Teachers and showing their association to the extent of manifestation of their competencies to lesson plan preparation, classroom observation, instructional reporting and technical assistance as well as their attitudes and behavior in dealing with their duties. Moreover, it also identified issues and challenges related to management competencies. In order to attain the objectives, it utilized descriptive method of research using questionnaire as the main data gathering instrument and was supported by interviews and focus group discussion. Findings showed that head teachers responded better to their roles than to their functions. In addition, they showed manifestation of competencies to moderate extent in all of their areas concern: The data further proved that management and supervision depends on training and development. Findings also stressed that an organized management project contributes to leaders’ management and supervision techniques and in organizational growth. However issues may occur in the workplace if the head teachers fails to prioritize management training. An assessment of the output is encouraged for possible approval and implementation. Lastly, often participation in leadership training is also recommended.
