ABSTRACT
This dissertation aimed at discovering and describing the Sulong EduKalidad practices as bases for MATATAG framework. It adopted the descriptive-comparative method of research. The following conclusions were drawn based on the summary of findings: majority of the public secondary and primary schools in Nueva Ecija are large-size, located in the poblacion, with SBM level 3 status, headed by full-fledged principals who are 11-15 years in the service; there is an excellent implementation of the different provisions of the Sulong EduKalidad along its four pillars; Sulong EduKalidad practices and its four (4) pillars were divided into sub-practices based on School Based Management which focuses on decentralization. These activities are a deciding factor in the effective implementation of Sulong EduKalidad; in terms of Sulong EduKalidad practices, the stakeholders are far more concerned with providing a safe, gender-sensitive, and inspiring atmosphere for their children; and a proposed Strategic Plan was made based on the result of the study. The following recommendations are offered based on the conclusions drawn: considering the profile of the respondents, this research maybe carried out in the other Schools Division Offices within the region to check on their best practices in as much as Sulong Edukalidad is concerned; Sulong EduKalidad practices may be used in the future by ongoing collaboration among various groups of school heads, teachers, and stakeholders; Public school administrators, teachers, and other stakeholders in Nueva Ecija may work together to share best practices for putting each Sulong EduKalidad concept or area's requirements into context. Additionally, the Schools Division Offices, through the Human Resource Development Office, may develop a training program to better prepare and enable the head teachers, teachers-in-charge, and other teachers who act as facilitators to deliver high-quality instruction, so they can compete with full-fledged principals in implementing the Sulong EduKalidad; in order to understand how to effectively motivate their teachers and stakeholders to actively participate in decisions regarding Sulong EduKalidad practices, the SBM level 1 and 2 public schools in Nueva Ecija may wish to perform benchmarking in those SBM level 3 schools; though there is a variation on views and opinions from various people, they may always apply “decentralization” for a standard measurement and standardized strategies in dealing with 21st century education; to establish the Sulong EduKalidad pillars where the school heads, teachers, and stakeholders can improve their practices, quarterly monitoring and their assessment regarding the various policies, programs, and projects in schools may be carried out. Local governments may adopt the strategic plan to improve the current advocacy.
