ABSTRACT
This action research assessed the level and trend of Parents-Teachers Association (PTA) participation at Tuy National High School during School Years 2024–2025 and 2025–2026 as the basis for developing Project KAAGAPAY (Kapit-bisig ng mga Magulang para sa Aktibong Pakikilahok at Pag-unlad ng Paaralan). The study employed a descriptive action research design using documentary analysis of official PTA participation records, school documents, and related stakeholder engagement records. Percentage and percentage-point increase were used to analyze and compare PTA participation across the two school years. Findings revealed that PTA participation increased from 86.30% in School Year 2024–2025 to 89.93% in School Year 2025–2026, representing an improvement of 3.63 percentage points. The results indicate a positive trend in parental participation and suggest that existing school efforts, including PTA meetings, parent conferences, school activities, Brigada Eskwela, and strengthened communication, have contributed to increased stakeholder involvement. However, the participation rate of 89.93% also shows that complete parental participation has not yet been achieved, with approximately 10.07% of parents remaining unable to participate consistently. Based on these findings, Project KAAGAPAY was developed as a proposed school-community engagement program focusing on strengthened communication, flexible scheduling, home visitation, parent recognition, volunteerism, stakeholder collaboration, and continuous monitoring. The project aims to strengthen school-home-community partnerships and move the school toward achieving 100% PTA participation in the succeeding school year.
