Reading is a basic life skill and a cornerstone for success at school and throughout life; therefore, learners who can read well can function more effectively in everyday school activities. It is believed that reading as well as language competency are both the means and the end to educational achievement. The aim of this action research was to maintain zero non-readers in Grade 7 through parents’ collaboration in Timbugan National High School with the end view of crafting a proposed literacy activities based on the findings. Descriptive research was employed with survey questionnaire administered to Grade 7 learners.

Findings revealed that there are several slow reader learners during the pre-reading assessment, the collaboration of parents in maintaining zero non-readers is to a moderate effectiveness, there are more instructional grade 7 learners during the post-reading assessment, the challenges encountered by parents in promoting zero non-reader is to a moderate extent, and the proposed literacy activities based on the results of the study is of great help to enhance the reading level of grade 7 learners.

Recommendations included for the teachers may effectively identify their learners in terms of their reading level in order to use the proper intervention activities for them and the proposed literacy activities to help all four reading levels may be presented to school head of Timbugan National High School for an in-depth evaluation and approval among others.
