ABSTRACT

This study was undertaken to assess the program implementation of Alternative Learning System’s Earn and Learn Livelihood Program in Manapa 2 Community Learning Center, through identifying the completion rate before the implementation of the program and the completion rate right after its implementation, its effects on their lives, and their personal views toward the program.

It utilized data mining and a descriptive-phenomenological research design involving all the program recipients to participate based on their availability and capability. The participants’ views toward ALS Earn and Learn Livelihood Program, their completion and experiences have manifested the program’s positive effect on their lives as a whole.

Undeniably, the success of a program would be measured with the results it yields. The number and the rate of completers are notable accomplishments that validate how the Alternative Learning System –Earn and Learn Livelihood Program impacts the completion rate of Manapa 2 Community Learning Center. The completion rate reached more than twice as compared to the previous two years before the implementation of the program. It is evident that there is a significant impact of this program to the number of completers and the rate of completion.

It is deemed suitable that the program must be implemented in a broader scope to reach to all the out-of-school youths in the locality. Increasing the program’s fund allocation through a close partnership with other government agencies and private sectors and continuous review and update of the curriculum are likewise suggested.
